Welter was last seen in early January of 1986 in Ocean Springs, Mississippi. He disappeared a day or two after he was arrested for driving under the influence. At the time of Welter’s disappearance, he was living in the Jefferson Davis Apartments and was a Staff Sergeant at Keesler Air Force Base. He was on leave at the time he disappeared. He was scheduled to return for duty on January 6, 1986.

The Air Force listed Welter as Absent Without Leave (AWOL) on January 8, 1986. He also missed his court date for the DUI. His checkbooks, passport, and other personal belongings were left behind at his apartment.

Welter was driving a blue 1978 Ford Grenada when he disappeared. His vehicle was later located being driven by a man who reported that he had purchased the vehicle in March of 1986 from two men.

Welter’s Social Security Number has not been used since January of 1986. He was declared legally deceased in 2002; however, he has not been located and his case remains unsolved at this time.
